RULES & REGULATIONS:
1. ELIGIBILITY:
· Any Adult (18 years of age or older), who lives or works in Putnam County.
· Exceptionally Challenged – 18 years of age or older
2. All exhibits must have been made by the exhibitor within the last twelve (12) months and must be clean and in good condition.
3. Entries will be received at the designated time and place only. NO ENTRIES WILL BE ACCEPTED AFTER 7:00 P.M., THURSDAY, MARCH 18, 2010.
4. Each exhibit will be labeled with a claim check provided by the Home Division when entered. Please keep your copy of the claim check and present it when you claim your exhibit. If someone else is picking up your exhibits, they must present the claim check(s).
5. Articles must remain on exhibit until 12:00 p.m., Sunday, March 28, 2010. No articles will be released Saturday night. All articles must be picked up by 5:00 p.m. Sunday, March 28, 2010.
6. The Fair Authority will take every reasonable precaution for the safeguard of exhibits. However, the owner assumes all responsibility for any accident, loss, or damage.
7. Each entry will receive a Blue, Red, or a Participant ribbon. From the Blue Ribbon winners, a First and Second place winner in each Class will be awarded. If there are no Blue ribbon winners in any lot in a particular class, there will not be a best of Class premium. A First and Second place OVERALL winner will be selected from the Blue Rosettes winners. See premium awards for each Class. Premiums will be awarded according to the Judges’ records only, and may be picked up when articles are claimed on Sunday, March 28, 2010.
8. Exhibits entered in the Home Division are for competition and are not to be for sale by the exhibitor.
9. Exhibitors will be limited to five (5) articles in each class, except in Home canned Foods. Each article must be a different technique (a knitted afghan and a crocheted afghan, but not two crocheted Afghans.) There will be no limit on canned foods, but each jar must be a different product.
10. All Open Home Arts and Crafts will be judged according to beauty and originality of design, harmony of color and materials, suitability of articles to purpose, and workmanship.
Suggestions and some points of judging:
· Quilts must be clean.
· The quilts should be neat, no unsightly thread showing on back or under top and knots in thread should be unnoticeable.
· Borders, binding, or other edge treatments should enhance overall appearance. (e.g. mitered corners should be neat and square.)
· Prints and solid colors used should compliment, repeat, or harmonize with the other colors in the quilt.
· All the points and corners should meet precisely in the patchwork.
· All seams should be complete and edges sufficiently fastened in place.
· Quilting stitches should be evenly spaced and uniform in length over the entire quilt.
· Binding should be sewn on securely so it will wear well.
· For a tied comforter, the knots should be secure and evenly space.
· For appliquéd quilts, use thread to match fabric and use blind stitching.

Suggestions and some points of judging:
· Each jar of canned food must have been canned after March 2008.
· All containers must be standard, clear glass, pint or quart jars. Only jellies and seafood may be in half-pint standard jars. Each container must be sealed and clean, with top in good condition. (NO RUST OR PITTING). Screw bands must be removed by the entrant.
· Label all canned foods with name of product and date when canned. DO NOT LABEL WITH YOUR NAME.
· Exhibits not presented or labeled according to these rules will be excluded from judging.
· Canned foods will be judged on color, condition, clearness, uniformity, and pack. All food except jellies should have ½” headspace. Jellies should have ¼” headspace.
