RULES
& REGULATIONS:
1.ELIGIBILITY:Open to all qualified Putnam County 4-H and FFA members (age, 8, as of September 1, 2009, through high school
senior).They must show as 4-H or FFA members, but not in both divisions.If showing 4-H you must be a registered 4-H
member by October 31, 2009.Additionally, each 4-H club or FFA chapter may enter group owned animals.All entry forms must be signed and approved
by either a Vo-Ag teacher or 4-H Agent.DIVISIONS:Junior = 10 and under, Intermediate = 11-13,
and Senior = 14- high school senior as of 1st day of the fair.
2.The completed entry form, entry fee and hold harmless
agreement must be turned in at the first official steer weigh-in to the
superintendent of the show.All steers
must be weighed in at the Putnam County Fairgrounds, East
Palatka.At this time,
record books will be provided for all entries.Each exhibitor can show only one steer but each exhibitor is allowed to
weigh-in two steers at the first official weigh-in.Exhibitors living in the same household may co-tag
their 2nd steer.
Each
exhibitor/owner must assume all liability in case of death or injury during
steer weigh-in.The Putnam County Fair
Authority, Inc., Palatka FFA
Chapter or PalatkaHigh School assumes no
liability.
3.Steers must be owned and in the hands of the exhibitor
no later than the first official weigh-in.At the first official weigh-in the steers will be given an official
starting weight for figuring daily gain and will be marked by the management for
identification.Any steer not brought to
the weigh-in will not be eligible for the show and sale at the Putnam County
Fair.
4.All steers should be dehorned and castrated before the
official weigh-in day.Any visible horns
may be grounds for disqualification from the show as determined by livestock
committee.Steers must weigh a minimum
of 650 pounds at the first official weigh-in.Steers may be mouthed if deemed necessary by livestock committee at the
first official weigh-in and steers older than 17 months will not be eligible
for the contest.
AGE – 17 months.All teeth are temporary and set rather loosely in the jaw, especially
the two center incisors. The teeth appear longer and narrower.The teeth may or may not be touching in the
upper corners.There is often a yellow
or off-white discoloration of the teeth near the base at the gum line.
5.Steers for the show and sale must be delivered to the
Putnam County Fairgrounds on Monday, official weigh-in day, between 10:00 a.m. and 6:00p.m.No steer will beaccepted
prior to 10:00 a.m. on Monday.Steers weighing less than 950 pounds will not
be eligible for the show.
6.Steer weights at the fairground weigh-in will be
entered on the entry form.This weight
will be the weight used for the gain-in weight contest and also the sale
weight.
7.All animals entered and accepted in the steer show must
be consigned to the auction sale.
8.Animals will be examined and any animal portraying
undesirable traits will be disqualified from participation.Steers must grade US Select or above at fair
weigh-in to be shown.
9.Each exhibitor must assume all liability in case of
death or injury to his steer until sold, at which time the steer becomes the
liability of the purchaser.The Putnam
County Fair Authority, Inc. assumes no liability.
10.Each exhibitor shall be responsible for caring for his
or her steer until the steer has been placed on the truck to the slaughtering
plant.
11.Steers shall be halter broken and gentle so that they
may be paraded and exhibited at any time while at the Market Steer Show and Sale.No tranquilizers, nose tongs or other
restraining devices will be allowed at the show.The judge or superintendent may eliminate any
unruly steer at any time.
12.Each exhibitor will furnish feed and care for his
steer.
13.For public safety concerns, animals must be tied in the
barn from 5:00p.m. Until 10:30 p.m., Daily except for show
and sale preparation purposes on Wednesday and Friday night.Steers must also be in barn before and during
livestock judging contest on Thursday.
14.Each exhibitor is required to maintain clean and
attractive quarters at all times.A
herdsman award will be presented to the exhibitor keeping the cleanest and most
attractive exhibit, judging will be from 5-7
p.m. daily.
15.All steers must be shown by owners at the show and
sale.Exhibitors must be present for
both the show and sale.
16.Exhibitors will be required to wear appropriate, neat
4-H or FFA attire while in the
steer show, showmanship contest and sale.The following dress code and criteria will be used as a portion of the
judging for showmanship.

17.In order to be eligible for any awards, each steer or
entrant must:
a.Be
halter broken to lead and tie.
b.Steers
must be led into the show ring to be judged.
c.Record
books must be completed and turned in to the Putnam County Fair office at the
Fair grounds by the announced deadline.If record books are not completed and turned in on time, participants
will not receive any awards or premium money.Participant will also not be eligible to show in next years fair.Record books must be in student’s own
handwriting no typing.
18.Steers will be divided into classes.All class divisions will be determined by
weight.Age will not be considered.
19.The top five placings will be determined in each class.
20.The sale order will be Grand Champion, Reserve Grand
Champion,and 1st Place in each class, 2nd Place
in each class, 3rd
Place in each class, 4th Place in each class, 5th Place
in each class.All others will be
randomly determined. The Fair Authority reserves the right to limit the number
of animals exhibited and auctioned.
21.Five (5%) percent of each exhibitor’s sale price will
be deducted by the Fair Authority for a “THANK YOU” ad in the newspaper and
other sale costs.
22.“Add-on” money will be accepted by the Putnam County
Fair Authority.
Add-on must be calculated per pound.
23.The Putnam County Fair Authority assumes no liability
what so ever.
24.Use the official Putnam County Fair Record book.Do not deface, change the page sequence,
remove any pages, or cut and paste sections of the book.Additional pages to expand on sections are
NOT acceptable.
25.The exhibitor of any animal determined to have used
unethical treatment or administered illegal drugs to achieve better appearance
or performance in the showing forfeits rights to the sale price and prize money
associated with the animal.The
exhibitor also exonerates the Putnam County Fair Authority; from any liability
associated with unethical or unlawful practices.Participation in future livestock events may
be denied.
26.Record books not turned in on time, meeting minimum
requirements described on the score sheet will be eliminated from the record
book contest, and all prize money will be forfeited.
27.It is the exhibitor’s responsibility to send thank you
letters to their buyer(s).
28.There will be a $5.00 replacement cost for record books
payable to the Putnam County Fair.
29.STEERS MUST BE SLICK SHAVED ¼” OR LESS WITHIN 7 DAYS OF
THE FAIR. TOUCH UP CLIPPING ONLY AT THE FAIR
30.HOME GROWN STEER AWARD a plaque and $15 premium money
awarded to the exhibitor of the top homegrown steer born and purchased in PutnamCounty.

Exhibitors steer, bedding, feed water
buckets and immediate aisle are to be kept clean and attractive (see beef
cattle show barn).
